NCEP server still gives 20km forecasts

Perhaps my understanding of "implementation" is incorrect, but I find that files produced from the 18Z analysis on the NCEP server ftpprd.ncep.noaa.gov at pub/data/nccf/com/ruc/prod/ruc2a.20050628
are still for a 20km forecast. (eg file ruc2.t18z.bgrb20anl)
