In Response To: upcoming NCEP RUC changes (Stan Benjamin)

The 2nd set of changes discussed in Stan's original message, related to temperatures over patchy snow and the bug in the radiative heating, was implemented in the NCEP code at 12Z today (1 October 2002). There was also a minor change to the post processor to improve the appearance of the precipitation type fields on the 40 km output grids.
