Jess,  There is a regional 10km RUC terrain now being used over the northeastern 1/4 of the US for a NOAA experiment. A terrain plot is available under http://ruc.fsl.noaa.gov/taq.html.  It will be a few more iterations over probably 4 years before the RUC gets down to 10km in the full operational CONUS runs at NCEP.  I hope this helps.
