PBL depth definition temperature

The PBL height (actually depth) description states that
it is based on "theta-v at the surface". Is this "surface'
(virtual potential) temperature based on the soil temperature,
the 2m temperature, the lowest grid point temperature, or
some other temperature. Thanks.
