A draft Technical Procedures Bulletin for the RUC20 has been written. It is available to download from http://ruc.fsl.noaa.gov/ppt_pres/RUC20-tpb.doc. This is probably the best source at this point of detailed information about the RUC20. It is 29 pages in this draft. There are a number of details discussed that are not available elsewhere.
Also, the PowerPoint presentation available at http://ruc.fsl.noaa.gov/ppt_pres/RUC20-summary.htm has been updated.
