While the RUC20 precip sometimes looks much like that from the RUC40, a lot of work has gone into improving it (see the Powerpoint pres for more info).
Here is an example of a situation where the RUC20 does a much better job than the RUC40

The line of storms has moved successfully further to the east in the RUC20, and the intensity of the southern end of the line, esp. in LA, is much improved. You can open these pics in separate windows for comparison with a right button click on your mouse. See what you think.
