RUC-20 BUFR soundings cloud fraction problem

I am working with the new BUFR forecasted "sounding" files for the RUC-20. The percentage of cloud amount at low, mid, and high levels seems to have a problem. It is almost always 0 or 100 but nothing in between. It looks like the exact same problem that the ETA has had since going to 12KM (Geoff Manikin has an explanation for that). Phil
